Notice is hereby given that a meeting of Waterbeach Parish Council will be held at the New Pavilion, Cambridge Road, Waterbeach on Tuesday, 6th September 2011 at 7.30 p.m. and I trust that it will be convenient for you to attend.

AGENDA
1. MINUTES
To confirm the Minutes of the meetings of the Council held on 2nd and 9th August 2011 (copies attached - 2/8/11 and 9/8/11).
2. MEMBERS’ INTERESTS
To receive declarations from Members as to personal and/or prejudicial interests and the nature of those interests in relation to any agenda item. Please see notes 1 and 2 below.
3. COMMITTEES
To receive the minutes of the meetings of the following committees:-
(a) Highways Committee held on 9th August (copy attached)
(Copies attached of proposed Chapel Street traffic calming and County Council third party funding of traffic measures also attached.)
(b) Planning Committee held on 16th August 2011 (copy attached)
4. PLANNING APPLICATIONS
(a) Applications
To comment on the following planning applications submitted to South Cambridgeshire District Council –
(i) S/0329/11 Chear Fen Farm, Willow Grange, Ely Road, Chittering – Change to access and extension of hours of operation of use of land as clay shooting ground, change of use of agricultural building to clubhouse, toilet block, storage containers, scaffolding towers, bunds, fencing and pathways.
(Following the decision at the meeting held on 2nd August not to comment in the absence of sufficient detail in the application, to consider further information provided by the applicant.)
(ii) S/1535/11 Denny Lodge Business Park, Ely Road, Chittering – Erection of 3 small (15m to hub) wind turbines
(iii) S/1641/11 Causeway Villa, School Lane, Chittering – Removal of agricultural occupancy restriction (condition 1 of planning permission C/67/18)
(iv) S/1666/11 87 Cambridge Road – First floor side and rear extension
(v) S/1492/11 Waterbeach Lodge, Ely Road – Amendment of description of development to include the temporary retention of the existing 1950s former dwelling as a site office during construction
(vi) S/1589/11 Cambridge Research Park, Beach Drive, Landbeach – Renewal of planning permission S/1398/06/F to extend the period for the submission of reserved matters to allow for a further period of 3 years on plots 3000, 4000, 5300, 5400, 6000 and 8000.
(b) Decisions
To note that South Cambsridgeshire District Council have approved the following application -
S/0908/11 14 Mill Road – Single storey rear and side extension.
5. TILLAGE HALL
To consider the present position with regard to the Tillage Hall.
6. SOLAR FARM AT CHITTERING
(Item placed on the agenda at the request of Councillor Cornwell.)
An update is sought on the possibility of support for the Tillage Hall from the developers of the solar farm at Chittering
7. CEMETERY
To consider the following matters relating to the cemetery –
(a) request by a Waterbeach resident to purchase two cremation plots side by side;
(b) the reservation of grave spaces other than by a person following the death of a partner;
(c) request by funeral director for the repair of the ruts in the roadway leading to the cemetery;
(d) the clearance of rubbish near the lych gate and the gravel heap on the cemetery parking area and the concreting of the hard standing;
(e) the installation of a bin for dog waste near the lych gate;
(f) the installation of matting and gravel on cemetery paths to eliminate the problem of weed control; and
(g) that a signed contract be required for all new grave spaces.
(Item (b) was placed on the agenda by Councillor Wright and items (d) to (g) inclusive by Councillor Bull.)
8. DOG FOULING AT TOWN HOLT
To consider a request by a tenant of land at Town Holt for the installation of a bin for dog waste for use by owners who walk their pets on the public footpath crossing the land.
9. PURCHASE OF SUPPLIES
To consider the following purchases:-
(i) grass seed, fertiliser, moss control, weed killer, top dressing and loam for the recreation ground, bowls green and pitches; and
(ii) a mobile phone for use by the Groundsman/Handyman.
(iii) the preparation of an inventory of machinery and equipment and a programme of replacement/purchases for consideration as part of the budget process for 2012/13 and future years.
10. CHITTERING PLAY PARK
(Item placed on the agenda at the request of Councillor Cornwell)
An update is requested on the fence at the Chittering Play Park.
11. CAMBRIDGESHIRE STREET LIGHTING PFI PROJECT
To consider correspondence from Balfour Beatty inviting the Parish Council to determine the standard of support required for the lights owned by the Council under the street lighting PFI contract with the County Council
12. PARISH PATHS PARTNERSHIP GRANT
To consider an invitation from the County Council to join the parish paths partnership scheme in the current year, for which a grant of £100 will be made available from South Cambridgeshire District Council towards work on footpaths in the Parish.
13. FUNDING OF MINOR HIGHWAY AND TRAFFIC MANAGEMENT SCHEMES
To consider correspondence from the County Council indicating that they have made some funding available in the current year for minor highway and traffic management schemes costing up to £5,000, subject to a contribution from the respective parish council, and asking whether the Parish Council wishes to proceed with the proposal for a gateway feature in Cambridge Road.
14. WATERBEACH INITIATIVE FOR SUSTAINABLE ENERGY
(Item placed on the agenda at the request of Councillor Mrs J Williamson)
To consider a request by WISE for the Parish Council to act as the holder of any funds obtained by the organisation by way of grants.
15. SOUTH CAMBRIDGESHIRE PARISH LIAISON MEETING
To consider the appointment of two persons to attend a parish council liaison meeting hosted by South Cambridgeshire District Council to be held on 28th September at 7.00 p.m. at South Cambridgeshire Hall, Cambourne.
16. REQUESTS TO USE RECREATION GROUND
To consider the following requests for the use of the Recreation Ground –
(a) the Residents Association for a Jubilee Lunch on 3rd June 2012; and
(b) from a local medieval recreation group for battlefield and historical re-enactments.
17. HEALTH AND SAFETY
An opportunity for Members to raise issues of which they are aware.
