Minutes of the monthly meeting of Waterbeach Parish Council held on Tuesday, 6th April, 2004 at 7.30 p.m. in the New Pavilion.

In attendance: Cllr. Mrs. J. Coston, the Clerk, Cllr. Alan Wyatt; Mr. J. Belcham, SCDC planning officer, Mr. G. Jones, Deputy Planning Director, eleven parishioners.
Matters raised by members
of the public:
Chittering residents expressed serious concerns about the clearance of the site at the Travellers Rest public house and the proposals of the new owner. Mr. Belcham and Mr. Jones informed the meeting that there is an existing permission for camping and touring for forty during 1st April and 30th September in any one year and a toilet/shower block. No breach of legislation had taken place in the clearance of the site although the environmental officer would be looking into the clearance of the hedge in the bird nesting season. Mr. Belcham had been in consultation with the new owner regarding renovation of the site and extension to the public house.
Chittering residents complained about the rubbish which blows from the recycling plant and the inability of the owners to solve the problem. There appears to be inadequate provision to contain the rubbish. The licence issued by CCC should be looked into.

Ditches along Clayhithe Road and along bridleway off Clayhithe Road. The Clerk had had contacted Gary Morgan, Environment Agency enforcement officer who states that he is unable to take any enforcement action until the Chief Environmental Officer at SCDC has declined his jurisdiction of enforcement. CCC farms have also been contacted and they have passed the matter onto Michael Oakman at CCC Highways. SCDC will only enforce the clearing of ditches if houses will be affected by flood water. Pat Matthews, SCDC, will be looking at the matter after Easter and it is hoped that SCDC will take the necessary action as the flood water affects houses in Whitmore Way.

The football club knows nothing about the lumps concrete in the shrubs. The Clerk will arrange for these to be removed.
Dr. Grant had established that
there are a number of facilities in villages in the same rating category as
Waterbeach who have a rateable value considerably less that Waterbeach. The Clerk would try to establish the
facilities of these villages for comparison with Waterbeach. Information is still awaited from Mr. Vine,
rating officer. A target settlement
date of 14th May has now been set.
Dr. Grant hopes to hold another meeting with Mr. Vine to discuss the
case further and to come to a settlement before this date.
Mr. Leeke proposed, seconded by Mr. Benton that a wide gate is put in the wall on the north side of the lychgate. This will make the removal of rubbish easier. Further thought should be given to the repair/reconstruction of the wall adjacent to the roadway.
The school governors had decided that the pedestrian access to the school grounds from Way Lane should be locked during school times. The Ofsted inspector had commented on the security of the school premises in relation to the Way Lane gate. It was agreed that the gate had never been locked and that there is a habitual use. The Council consider that they have a duty to all parishioners and that the Clerk should write to the Headmistress requesting a meeting to discuss the situation.

The Annual Parish Meeting would be held on 26th May, 2004 at 7.30 p.m. in the School. Cllr. Mrs. Coston would arrange for representatives from CCC Highways to attend.
No reply had been received from CCC. A letter should be sent referring to the original letter and their failure to meet their performance indicator targets.
A request for co-option had been received from Nicholas Brown, Chittering. Mr. M. Leeke proposed, seconded by Mr. W. Saberton and agreed that he be co-opted to the Council. The declaration of acceptance was duly completed.
Waterbeach Colts Football Club lay out of marquees and timetable for end of season tournament. It was agreed that the car parking area and tents alongside as shown on the plan. The overflow car park should be on the area at the back of the pavilion and the first aid and other small tents in the area of grass from the pavilion to the access gate. The Clerk would arrange for a gate to be put in the hedge line to allow access to the overflow car park. The Clerk would contact Mr. Law concerning this and the location for the playing of music.

Mr. Mrs. Scott Marshall request to purchase area of green space in Winfold Road adjacent to their property for either an extension or an expansion of garden.
ACRE harvest magazine etc.
Acacia Tree Surgery quotation of £160 to lift overhanging section of canopy to 5.5m and cut back by 1.5 m to reduce overhang of horse chestnut tree adjacent to tennis court. Quotation of £330 to top and fell to ground level the poor and deteriorating horse chestnut to the side of the football pitch, and £110 to remove the root bole. It was agreed that the quotation of £160 be accepted and that the horse chestnut to the side of the football pitch should be cut down and a stump approximately 60cm high be left as a seat.
Moore Stephens completion of audit for year ended 31 March, 2003. The external auditors report notes that the Council did not adopt formal financial regulations until the following financial year. The Council did not undertake a comprehensive and formally documented risk assessment process during the year. Steps have subsequently been taken to address this issue.

The accounts as presented were approved.
Mr. Saberton had attended the meeting at the Donarbon recycling site. The concerns of the residents of Chittering regarding wind blown rubbish had been expressed.
Mr. Saberton had attended the CALC meeting when the speaker had detailed the Disability Discrimination Act laws.
Cllr. Mrs. Coston had attended the Environment Agency meeting with Whitmore Way residents. A flood wall is to be built in August 2004 to protect Whitmore Way from flooding.
Cllr. Mrs. Coston is attending to the matter of the overhanging tree onto the footpath from Denny End Road to Jubilee Close.
Lode Avenue - street name plate is missing. SCDC would be contacted.
Station Road - the drains are still in need of being cleared. Cllr. Mrs. Coston would speak to Mr. Oakman at CCC.
Long Drove work to road surface is being carried out.
Chapel Close the residents are experiencing problems with the youth particularly on youth club night. Mr. Beasley is aware of the problem and attending to it.
Tennis court surround the netting had again been damaged by falling conifer trees from a garden in Cambridge Road. Mr. Leeke had contacted the owner who had agreed to clear the debris but considered that he was not responsible for the repair to the fence as the trees had fallen as a result of the parish council having had them cut back. It was agreed that in view of previous similar occurrences and experiences in relation to the trees and their owner that solicitors advice should be taken.

Proposed planning application at Denny Lodge Farm. Mr. Brown declared an interest and left the room. The Council in principle support farm diversification and re-use of redundant farm buildings. However after the requested farm visit Councillors have considerable concern of any

increased use of School Lane, Chittering by heavy goods vehicles.
The minutes of the RGUC were discussed and noted. The following comments and decisions were made:
PAT testing evidence is still required that the electric hob used by the Colts Football has been tested.
Accomodation for groundsman this is not feasible.
Skate park fence this is to be monitored.
Bowls club path the groundsman had treated the moss and weeds ready for clearing. The surfacing is to be carried out on 24th April.
Colts football tournament/beer festival. a gate had not been put in the hedge to allow for an overflow car park behind the pavilion. Alternative arrangements had been made with Mr. Law for overflow car park provision.
Insurance of event this can not be done through Parish Council insurers. The Clerk had given Mr. Law a proposal form and name of Parish Council insurance brokers who will need evidence of insurance.
The organisers should be doubly aware of the age of drinkers.
The organisers should ensure that glass is not used for the event.
Multi-surface court Mr. Jones reported that this facility could cost between £160,000 and £200,000. It is suggested that a charge of £35 per hour for usage could be made. The Council agreed that there is no way that any facility provided privately on Council property could be locked. The Council agreed that there is insufficient open space in the village to permit the use of an area of the recreation ground for an additional multi-surface court. The Council suggested that if the RGUC still consider that there is an additional demand for a multi-surface court over the facilities already provided at Stretham, Milton and Cottenham then they should approach the school who could share the facility.
Tennis court fence a letter is to be sent to the owner of the trees by the Councils solicitor.
Tennis court - the groundsman has a new net. Spraying see minute of 20th January meeting.
Metal post holders the metal post holder sockets for the rope around the garage pitch must be removed by the football club in the interests of safety. Once the football club have removed these sockets the remaining holes should be filled with top quality top soil and the areas re-seeded.
Dog fouling notices suggested designs had been obtained by the Clerk. It was agreed that in addition to no dog fouling and no golf a request to keep dogs on leads and on the perimeter should be included. Thought would be given as to how this could be concisely worded. The signs would be ordered as soon as possible.
Footpath lights these do not go off at 12.30 a.m..
Hole in basketball court/play area fence this would be looked at.
The Clerk had produced a person specification which was agreed with an addition.
Mr. Brown, Dr. Grant, Mr. Jones, Mr. Leeke and the Clerk would meet on 1st May to consider job applicants. Interviews would be held during week beginning 24th May.
Mr. Williamson had expressed concern about VAT liability on sports fees and had forwarded the Clerk an extract from a VAT notice the contents of which were read and considered. The Council agreed that their interpretation of the document was that there is no tax liability. It was agreed that in future a pledge should be requested by occasional users.
Rates: Dr. Grant had had further discussions with Mr. Vine and is continuing to attempt to reach a solution which may mean that the only rate liability is on the three pavilions.
Cricket pitch maintenance Mr. Hobbs had carried out the spring treatment to the bowls green
But had had discovered that treatment had already been carried out on the cricket pitch. A member of the cricket club had carried out the work as the club considered that the spring

treatments had been left too late by Mr. Hobbs. A bill for the works had been received prior to work being carried out. The Clerk would contact Mr. Hobbs. Mr. Jones reported that the cricket club are unhappy with the service given by Mr. Hobbs. The Clerk suggested that, in the event of a new groundsman being unable to carry out specialised treatment, that alternative arrangements for the spring and autumn treatment of the bowls green and cricket pitch work should be considered.
