Notice is hereby given that a meeting of Waterbeach Parish Council will be held at the New Pavilion, Cambridge Road, Waterbeach on Tuesday, 6th December 2011 at 7.30 p.m. and I trust that it will be convenient for you to attend.

1. MINUTES
To confirm the Minutes of the meeting of the Council held on 1st November 2011 (copy attached).
2. MEMBERS’ INTERESTS
To receive declarations from Members as to personal and/or prejudicial interests and the nature of those interests in relation to any agenda item. Please see notes 1 and 2 below.
3. COMMITTEES
To receive the minutes of the meetings of the following committees:-
(a) Highways Committee held on 8th November 2011 (copy attached)

4. PLANNING APPLICATIONS
(a) Applications
To comment on the following planning applications submitted to South Cambridgeshire District Council –
(i) S/2094/11 28A High Street – Part demolition of barn and construction of 1 bedroom house
(ii) S/2212/11 26 Payton Way – Two storey side extension
(iii) S/2239/11 25 Pieces Terrace – Replacement single storey extension
(iv) S/2291/11 Land to the north of 43 Rosemary Road – Dwelling
(b) Determinations
To note that the following planning applications have been determined by South Cambridgeshire District Council -
Approved
(i) S/1883/11 64A Cambridge Road – Erection of triple garage
(ii) S/1897/11 64A Cambridge Road – Two storey side extension and alterations
Refused
(iii) S/1926/11 The Travellers Rest, Ely Road, Chittering - Variation of condition 2 of S/1446/73/F for the temporary siting of static mobile home to serve as warden’s accommodation for a period of three years and the extension of use of the caravan site season by two months from March 1st through to October 31st.
5. TILLAGE HALL
To consider the present position with regard to the Tillage Hall.
6. LETTING OF OPEN SPACES
To consider the attached pro forma application form and terms and conditions for the use of open space in the Council’s ownership and to consider the charges to be set in accordance with the attached schedule.
7. REQUEST FOR VISIT BY CIRCUS
To consider a request by Pinders Circus to visit Waterbeach from 2nd to 4th April 2012 inclusive to hold a circus that comprises all human acts only.
8. HIRE OF COMMUNITY ROOM - WILL
To consider the attached draft ‘licence to occupy’ for the hire of the community room at Waterbeach Community Primary School for use by Waterbeach Independent Lending Library.
9. CAMBRIDGESHIRE POLICE AUTHORITY
To consider a request from the Police Authority for views as to whether the offer of a one-off additional grant from the Government should be accepted as opposed to an increase in Council Tax precept for 2012/13.
10. HOUSING STRATEGY
To consider an invitation by South Cambridgeshire District Council for views on the formulation of its Housing Strategy by completing a questionnaire that has been circulated.
11. PARISH PLAN
(Item placed on the agenda by Councillor Mrs Williamson)
To consider the present position with regard to the preparation of a Parish Plan for Waterbeach.
12. FUNDING FOR HIGHWAY IMPROVEMENTS
To consider an invitation from the County Council to apply for funding for local highway improvement schemes of up to £10,000 in value.
13. JIGSAW CAMBRIDGESHIRE
To note information received from the County Council on a successful Heritage Lottery Fund bid for a community archaeological initiative in Cambridgeshire.
14. WAY
To consider the level of financial support for WAY (information to be circulated when received from WAY).
15. CALENDAR OF MEETINGS
To consider a report by the Acting Clerk with regard to the calendar of meetings of the Council and its committees until the end of the municipal year 2012/13.
16. GAP IN RECREATION GROUND HEDGE
Item placed on the agenda at the request of Councillor Smart.
17. HEALTH AND SAFETY
An opportunity for Members to raise issues of which they are aware.

To exclude the public from the meeting because of the confidential nature of the business to be discussed.
21. SALARIES ETC.
To approve the payment of salaries etc. (to be circulated).
22. LEGAL CHALLENGE
The Chairman to report on correspondence received.
